This tag belonged to First LieutenantCell Howell who was killed in the line of duty on April 27th 1977. LieutenantHowell joined the Oklahoma Highway Patrol in 1958. On April 27th, he stoppedto assist a motorist and his pregnant wife at S.W.

As Lieutenant Howell approached the vehicle an intoxicated driverveered from the inside lane to the shoulder and the right front of the vehiclestruck Lieutenant Howell. The driver, a Chickasha man, left the scene withoutstopping and was apprehended by the Oklahoma City Police Department at S.W.15th and Agnew a short time later.
